The controversial construction of security fences around Castro Valley schools brought a number of community members in addition to County Traffic Engineer John Bates, Planning Department Director Chris Bazar and County Attorney Richard Winnie before the MAC to discuss whether the fences fall within county zoning regulations.
“I think the law is pretty clear and I feel we are right and they are wrong,” said top County Attorney Richard Winnie to the MAC Monday night. “A blanket exemption cannot be done forevermore and construction projects need to be done on a project by project basis.” More
If the CV school district put these fences in place and they are not in compliance with the county code, then the fence sections that are in non-compliance should be immediately corrected or removed. If I was the one who had fences that were in non-compliance, I am sure the county would make me remove them immediately. Period. The CV school district has to abide by the codes (laws) like anyone else.
